Hon’ble Justice H.S. Bhalla (Retd.)
His Lordship was born on November 21, 1949 at Agra. After doing his graduation, His Lordship joined Law. He was enrolled as an Advocate on July 13, 1972. He practised on service law at Ferozepur and the other Districts as well for 18 years. His Lordship joined judicial service in 1990 as direct recruit Additional District & Sessions judge, and was posted at Jalandhar. He served as a District Judge in the districts of Sangrur, Bathinda and thereafter for a period of 05 years as District Judge in U.T. Chandigarh. During his tenure, he handled many highly sensitive cases like Beant Singh Assassination case. He belongs to a family of Judicial Officers. His great grandfather and grandfather were Judicial Officers and his uncle also retired as Judge of the Punjab & Haryana High Court. He is continuing the family traditions of serving the judiciary with integrity and distinction. His Lordship was elevated as a Judge of the Punjab and Haryana High Court, on April 01, 2006. His Lordship took Oath as Judge of Orissa High Court, Cuttack on 28.10.2010. His Lordship remained Puisne Judge of Orissa High Court for about one year one month. After superannuation, his Lordship remained member of Haryana Human Right Commission for about 4 years and His Lordship remained Acting Chairperson of Haryana Human Right Commission for about 1 year. His Lordship is now Chairperson of Second Haryana State Law Commission and Commissioner, Gurdwara Elections Haryana.
